Migena Kalthi holds two degrees, Master of Science in Business Administration, Faculty of Economics and Master of Professional in Public Right, Faculty of Law from the University of Tirana. She also hold a Diploma for Trade policy with focus on trade facilitation issued by World Trade Organization. She has attended various traineeship in international institutions such as SEACEN (Malaysia), WTO/WCO (Switzerland), RIPA International (England) etc. On October 2022 she obtained the lawyer’s licensee by the National Chamber of Advocates of Republic of Albania. Recently, on January 2024, she is graduated in the Executive Master on “EU membership and Accession Negotiation (EUMAN)” of the Institute of European Studies, University of Tirana. She has acquired close to 20 (twenty) years of experience as civil servant of Public Administration in the Ministry of Finance and Economy of the Republic of Albania. Since joined General Directorate for IPA Management funds as Head of Control Sector in 2016, she become familiar with EU policy procurement procedures and methodology for all types of contracts such as the services, grant, supplies and twinning projects Currently she serves as Head of Sector for Financial Management for IPA Funds and CBC, Directorate for Financial Management of IPA in the Ministry of Finance.
